At Navarro ISD, the safety and well being of our students, staff, and visitors is our highest priority. Creating and maintaining a safe learning environment requires a proactive, collaborative, and comprehensive approach that involves our schools, families, first responders, and community partners.
Our district is committed to providing secure campuses where students can learn, grow, and succeed. Through ongoing training, emergency preparedness planning, secure facilities, safety assessments, visitor management procedures, and strong partnerships with local law enforcement and emergency response agencies, Navarro ISD continuously works to strengthen the safety and security of every campus. Our staff regularly participate in emergency preparedness training and drills, while district leaders work closely with safety professionals and community stakeholders to review procedures, assess risks, and implement best practices.
We believe that school safety is a shared responsibility. By fostering strong relationships among students, parents, staff, community members, and local first responders, we create a culture where everyone plays a role in protecting and supporting one another. Together, we are committed to ensuring that Navarro ISD remains a safe, secure, and welcoming place for all.
Safety Committee
Purpose of the Navarro ISD School Safety & Security Committee
The Navarro ISD School Safety & Security Committee serves as an advisory body dedicated to supporting the District's commitment to providing safe, secure, and supportive learning environments for all students, staff, and visitors. The Committee works collaboratively with district leadership, law enforcement, emergency management personnel, first responders, mental health professionals, parents, and community stakeholders to review, discuss, and provide recommendations regarding school safety and security practices.
The Committee's purpose is to assist the District in evaluating safety and security needs, promoting emergency preparedness, reviewing applicable safety procedures and protocols, supporting compliance with state and federal requirements, and fostering community engagement in school safety initiatives. Through informed discussion and collaboration, the Committee helps strengthen Navarro ISD's efforts to prevent, prepare for, respond to, and recover from emergencies while maintaining a positive educational environment focused on student success.
Community and parent representatives shall serve a two-year term and may be reappointed for one additional consecutive term. Following two consecutive terms, members must wait one year before reapplying unless an exception is granted by the Superintendent or designee to maintain statutory representation requirements or committee continuity.

To be considered for appointment as a community representative, applicants must:
- Be at least eighteen (18) years of age.
- Reside within Navarro ISD or have a demonstrated connection to the District through employment, business ownership, public service, or community involvement.
- Demonstrate an interest in school safety, emergency preparedness, student well-being, or community engagement.
- Be willing to attend committee meetings and actively participate in discussions and recommendations related to school safety and security.
- Maintain the confidentiality of sensitive safety and security information as required by law and district procedures.
- Disclose any actual or potential conflicts of interest that could impair independent judgment while serving on the Committee.
- Conduct themselves in a professional and respectful manner while representing the interests of Navarro ISD students, staff, and community members.
Committee members are expected to:
- Attend meetings as scheduled by the District.
- Review information and recommendations related to school safety and security.
- Participate in the development and review of emergency preparedness and safety planning efforts.
- Support collaboration among district personnel, first responders, parents, and community stakeholders.
- Maintain confidentiality regarding sensitive security information and committee discussions as permitted by law.

“Remain in your room or area. Clear the halls” HOLD is followed by a location such as “in your room or area” and is used to clear a specific area, or hallways, in order to manage a situation. |

“Get inside. Lock outside doors.” SECURE (LOCKOUT) is followed by: “Get Inside. Lock outside doors” and is the protocol used to safeguard students and staff within the building when there is a nearby threat. |

“Locks, lights, out of sight.” LOCKDOWN is followed by “Locks, Lights, Out of Sight” and is the protocol used to secure individual rooms and keep students quiet and in place when there is a threat inside the building. |

“Evacuate to a location.” EVACUATE is followed by a location, and is used to move students and staff from one location to a different location in or out of the building when the building needs to be cleared. |

“Shelter for hazard using a safety strategy.” SHELTER is always followed by the hazard and a safety strategy and is the protocol for group and self-protection. |
